Investigators suspect mechanical failure is to blame for the splash landing of a New York City Police Department helicopter in the waters off Brooklyn yesterday.

Police say the three-member flight crew, a trainee, and two scuba divers heard a loud noise and the aircraft began to fall as they were arriving to refuel at Floyd Bennett Field.

The chopper's flotation devices were deployed, before touching down about 30 yards from shore.

Police Commissioner Ray Kelly says the helicopter was providing security for President Barack Obama's trip to the United Nations.

"We have about 180 heads of state or foreign ministers here in New York now. It's the highest number that we've ever had. Obviously security is a huge concern for us,” said Kelly. “Our aviation unit plays a key role in protecting our airways, giving us overflight for many of the movements that take place."

The crew was treated at the hospital for minor injuries.
