Off-Duty Officer Charged With Raping A Minor

An off-duty police officer was arrested Thursday and charged with sexually assaulting a child.

Police say Jacques Mackenson, 29, was arrested following an investigation by the NYPD's Internal Affairs Bureau.

Authorities say he's been charged with sexual misconduct against a child, and rape in the second degree.

Neighbors who know Mackenson said they were stunned by the allegations.

"He's a community guy also, that's what is killing me is that he's always helping out with the kids and stuff like that. And for him to allegedly break that promise, that security, it's messed up," said one neighbor.

"He's a cop, you know, he's a nice guy, nice guy. You know, we can't assume, based on what they said now, I think it would be better for us to wait until we got all the facts," said another.

The abuse allegedly began in 2005 when the victim was 10-years-old and continued until last spring.

Sources tell NY1 the victim is the officer's niece.

Mackenson joined the force in 2008 and is assigned to the Housing Bureau's Anti-Crime team in Brooklyn.

He has been suspended without pay.
